It's just terrible UI in my opinion, and is one of the best examples of UI effects without purpose I can think of. Let's say an average board has 10 forums – and that's goddamn generous – that means I have to hover over 10 different links and memorize all of their information just to understand what each forum is for. And if the category descriptions are completely superfluous, why are they present at all? If they're not superfluous, why hide them?

Looking once or twice at them usually is enough.
Look, forum names usually don't are fanatasy names like "HillibillyBullyBally" <- No idea what that is supposed to mean but usually forums are more named like "Offtopic" , "Announcements", "Help and Support".

Why should you constantly show the description of such obvious forums?
But you still gotta put it somewhere...

Forum descriptions in a tooltip ala XenForo style always worked for me.
I don't think it's superfluous at all.
I also think they are pretty and I can't be the only one.

Do you really need a description for those forums, then? Is it unclear what "Help & Support" means? Do you really "have to put it somewhere?" If you can hide it without causing confusion, you can eliminate it.

That's not a good reason. (It's also very subjective – elements flickering in and out of sight is not pretty to me.)
